Add Update Client and Job Assignment

This API is used to add or update both Client Assignments and Job Assignments for an employee under a specific agency.
It provides a comprehensive structure for managing client-related configurations (e.g., policies, clock-in options, portals) along with job-specific assignment details (e.g., pay method, effective date, compensation).
This helps agencies streamline employee setup by handling both client-level assignment (time, attendance, policies) and job-level assignment (work dates, rates, compensation) in a single request.
